Ernesto Fernández Polcuch, specialist in scientific diplomacy and science, technology and innovation policy, confirmed his participation in CILAC. He also obtained a master's degree in Science, technology and society at the National University of Quilmes, Argentina.
He is currently Head of the Scientific Policy and Partnerships Section in the Natural Sciences Sector of UNESCO, in Paris. He is responsible for UNESCO's global projects on science, technology and innovation policy, as well as science communication, diplomacy and the links between science, politics and society.
From 1995 to 2002 he worked as secretary and coordinator of the Ibero-American Network of Science and Technology Indicators, in Argentina. During this period he researched and taught at the National University of Quilmes and other universities in Argentina and Latin America. He was also an advisor to international organizations such as the OAS, the IDB, the World Bank and the OECD.
Later he was responsible for the production of S&T statistics worldwide, developing methodologies for collecting information in developing countries and producing reports. He then began his career at UNESCO, where he began as leader of the S&T statistics team in Montreal.
From 2008 to 2010 he was Natural Sciences Program Specialist for southern Africa, and from 2011 and 2015 he was principal Program Specialist in Science Policy and Basic Sciences and Engineering UNESCO Montevideo.
He has numerous publications in national and international journals, book chapters and research reports. He gave conferences and training seminars in Latin America, the Caribbean, Africa, Asia and Eastern and Southeastern Europe.
