The Minister of Science, technology and higher education of Portugal confirmed his presence at the CILAC congress. He will be a participant in the panel on Open Science, where the challenge that research institutions have with data management will be raised, in a world where new technologies make information a common good, and scientific developments can increasingly reach more people.
Heitor has a PhD in Mechanical Engineering from Imperial College, and a post-doctoral degree from the University of California, San Diego.
He developed different research activities in fluid mechanics and experimental combustion. During the 90s he studied science, technology and innovation policy. In 1998, he founded the Center for Innovation, Technology and Development Policy Studies, IN+, at the Higher Technical Institute, where he is now a teacher, in Lisbon. In 2005, this center was ranked in the top 50 global research centers on technology management.
He is also a Researcher at the University of Texas, at the Institute of Innovation, Creativity and Capital. He founded and coordinated international conferences related to Technology and Innovation Policy and is co-editor of the Purdue University Press book collection on science and technology policy. In 2002, he also co-founded the international network Globelics: the global network for the learning economy, innovation and skills development systems.
Between 2005 and 2011 he was Secretary of State for science, technology and education.
Recently, he was one of the promoters of the European network step4EU, science, technology, education and policy for Europe, and the International Global Policy Observatory for the Exploitation of the Atlantic Ocean. In July 2015, he promoted the manifesto “Knowledge as our common future.”
