UNESCO and the Massachusetts Institute of Technology foster new international Artificial Intelligence partnerships in Latin America

La cumbre sobre Inteligencia Artificial en América Latina organizada por el Massachusetts Institute of Technology tendrá lugar en Boston (Estados Unidos) del 21 al 23 de enero de 2020, con el apoyo de la UNESCO.

El 12 y 13 de diciembre de 2019 se realizó en San Pablo, co organizado por unesco y el gobierno de brasil el Foro en Inteligencia artificial que reunió a autoridades de la región y el resto del mundo. En continuidad con nuestra prioridad por impulsar la IA en la región, hoy estamos apoyando el evento en el MIT, 1ero que ellos organizan en relación a America Latina.

La actividad busca reunir a líderes del gobierno, la industria, la academia y el sector sin fines de lucro de toda América Latina y el Caribe, para identificar oportunidades y riesgos que sus países podrían enfrentar a medida que avanzan hacia la adopción de tecnologías de IA.

Está siendo organizado por un equipo multidisciplinario de investigadores, posdoctorados y estudiantes de la comunidad del MIT, provenientes de todos los rincones de América Latina, con la colaboración de destacadas universidades latinoamericanas, institutos de investigación y organizaciones multilaterales, entre otros.

El esfuerzo tiene como objetivo comprender el estado actual de la IA en los sectores de investigación, gobierno e industria en América Latina y el Caribe; y facilitar el diálogo internacional y las asociaciones entre líderes gubernamentales, investigadores, ONG e industria en la región. También tiene se propone impulsar el despliegue de proyectos de investigación de IA en América Latina y el Caribe y, sobre todo, inspirar a los actores clave de la región para ejecutar las iniciativas desarrolladas en la cumbre.

En particular, el objetivo de esta reunión innovadora es construir relaciones de colaboración en toda América Latina para el avance de la investigación de IA y sus aplicaciones en la región para el beneficio social. En este sentido, durante la actividad, los organizadores se centrarán en los siguientes temas de discusión: industria y servicios; Estado, pobreza, salud, ética, educación y cambio climático.

Entre las diferentes conferencias e intercambios previstos, la agenda también anuncia la primera edición del Hackathon 2020 de Inteligencia Artificial de América Latina, que se realizará justo después del SumMIT, el viernes 24 y el sábado 25 de enero. Durante la hackathon los participantes abordarán los desafíos relacionados con los temas de discusión del SumMIT arriba mencionados.

La UNESCO espera que la Cumbre constituya un primer paso hacia la participación de esta red emergente en su próximo Foro CILAC 2020, el Foro Abierto de Ciencias que se celebrará del 21 al 23 de septiembre en Buenos Aires (Argentina).

Esta actividad constituye un aporte de la Oficina Regional de Ciencias de la UNESCO para América Latina y el Caribe al pleno ejercicio, de las investigadoras e investigadores, así como de las ciudadanas y ciudadanos en general, de su Derecho a la Ciencia, derecho constituido como tal a partir de la Declaración Universal de los Derechos Humanos, en cuyo artículo 27 estipula que: “Toda persona tiene derecho… a participar en el progreso científico y en los beneficios que de él resulten… Toda persona tiene derecho a la protección de los intereses morales y materiales que le correspondan por razón de las producciones científicas…”; el cual se profundiza con el Pacto Internacional de Derechos Económicos, Sociales y Culturales, (artículo 15) y, a nivel interamericano, con la Convención Americana sobre Derechos Humanos –particularmente en el artículo 14 del Protocolo de San Salvador sobre Derechos Económicos Sociales y Culturales – DESC

On December 12 and 13, 2019, the Artificial Intelligence Forum that brought together authorities from the region and the rest of the world was held in San Pablo, co-organized by UNESCO and the government of Brazil. In continuity with our priority to boost AI in the region, today we are supporting the event at MIT, 1st that they organize in relation to Latin America.

The activity seeks to bring together leaders from government, industry, academia, and the non-profit sector from across Latin America and the Caribbean, to identify opportunities and risks their countries might face as they move towards increasing the adoption of AI technologies.
It is being organized by a multidisciplinary team of researchers, postdocs and students from the Massachusetts Institute of Technology community, coming from all corners of Latin America, with the collaboration of outstanding Latin American Universities, research institutes, and multilateral organizations, among others.

The endeavour has as goal to understand the current state of AI in research, government and industry sectors in Latin America and the Caribbean; and facilitate international dialogue and partnerships between government leaders, researchers, NGOs and industry in the region. It also aims at motivating the deployment AI research projects in Latin America and the Caribbean and, above all inspire key players in the region to execute the initiatives developed at the summit.

Particularly, the goal of this innovative meeting is to build collaborative relationships across Latin America for the advancement of AI research and its applications in the region for the social benefit. In this sense, during the activity, the organisers will focus on the following discussion topics: industry an services; the State, poverty, healthcare, ethics, education and climate change.

Among the different conferences and exchanges foreseen, the agenda is also announcing the first edition of the Artificial Intelligence Latin American Hackathon 2020, to be held right after the SumMIT, on Friday 24 and Saturday 25 of January. The hackathon we will be tackling challenges related to the above-mentioned topics of the SumMIT.

UNESCO looks forward the Summit constitute a first step towards the participation of this emergent network at CILAC 2020, the Science Open Forum to be held from 21-23 September in Buenos Aires (Argentina).

This activity is a contribution of the Regional Bureau for Sciences in Latin America and the Caribbean to the full exercise of researchers and people in general of their Right to Science, constituted as such by the Universal Declaration of Human Rights, in which Article 27 stipulates that: “Everyone has the right freely … to participate in scientific advancement and its benefits. (…) Everyone has the right to the protection of the moral and material interests resulting from any scientific (…) production of which he is the author.”, which is deepened at the International Covenant on Economic, Social and Cultural Rights (Article 15) and, at the Inter American level, by the American Convention on Human Rights “Pact of San José, Costa Rica” (B-32) –in particular Article 14 of the Protocol of San Salvador on Economic Social and Cultural Rights-DESC
